Sberbank of Russia holds millions of accounts for the poorest population: the elderly retirees, teachers, all the low-paid government-funded employees. With all the banking sanctions, and a cyberattack planned by Ukrainians against Sberbank, some people worry that those most vulnerable will suffer. The proverbial Russian babushka is a symbol of the innocent victim of the state. But how innocent is she really?
In ethics, the debate on collective responsibility has been going on for a long time. For voluntary associations, the concept is not controversial. An adult who joined a voluntary group like a political party (or Proud Boys), is definitely accepting some of the responsibility for the group’s action. It is more murky with nation states: most people do not chose where to live. In dictatorial regimes, most people have little say in what their state does or does not do. I am not about to debate theory here. In real life, there seems to bee an implicit threshold. If your state is just rogue and oppressed mostly its own people, ordinary people are absolved of responsibility. When a government commits war crime and other atrocities to other nations, then collective responsibility concept is activated. For example, Germans were assigned, and eventually accepted collective responsibility for WWII and the Holocaust. Serbia bombardment in 1999 was motivated I part by the doctrine of collective responsibility, although very few Serbs has accepted that. The shift from being a victim to suddenly realizing you share soma blame is very hard, and most people are totally unable to accept it. However, the world may or may not care if you are ready or not.
The truth is, Putin’s powerbase has been those poor babushkas, the teachers and others on public payroll. Retirees voted for him in droves for decades and indulged into his more and more menacing fantasies. I know because my late mother was one of them. She voted for Putin many times. Other members of my family still do. My heart goes out to them and their suffering, but they should have known better. And they cannot claim they were not warned. The problem with innocent ignorance is that it leads to death and destruction. Russian young men kill and die in Ukraine now, but their grandparents sent them to do it. It is sad, but babushkas may eventually kill us all.

Если же диктатор развязывает войну и зажигает газовые печи, то мир возлагает на народ часть ответственности. Какие-то народы, например немцы, ее в конечном итоге принимают, большинство – никогда. Русские, американцы, турки и сербы – всегда невинны в своих глазах. Вот этот незаметный переход от чувства жертвы к осознанию себя виновником – он никому особо не дается. Но миру до трудностей само-осознания нет особого дела. Инстинкт самосохранения приводит к коллективной ответственности, справедливо или нет.
Правда заключается в том, что бабушки и бюджетники составляют основу электоральной базы Путина и его друзей. Моя мама пока была жива всегда голосовала «как надо», несмотря на то, что ее сын либерал и американец. Очень сочувствую им всем, но это и их вина. Учителя, директора школ, пенсионеры, врачи – нужно же было раньше думать. И никто не может сделать вид, что их не предупреждали. Шендерович кричит об этом уже двадцать лет. Навальный говорит давно и очень наглядно. Невинное невежество бабушек и бюджетников уже привело к смерти и войне. У бабушек в платочках еще есть шанс убить весь мир. И это по-настоящему печально.
